"No stationary speed detection device shall be employed by county, municipal, college, or university law enforcement officers where the vehicle from which the device is operated is obstructed from the view of approaching motorists or is otherwise not visible for a distance of at least 500 feet." This applies ONLY to stationary speed detection and does NOT apply to state troopers. I think they were trying to prevent towns from becoming speed traps such as we have in north central Florida where they derive 50+% of their municipal budgets from traffic enforcement.
